Any suggestions for what's missing?

After another governance and law reform project, I am even more convinced that a good web-based resource center is needed for ICT in  development/governance/law efforts. 

Most practitioners in this area come from disparate disciplines like economics, law or computer science. But because of the dynamic, multi-disciplinary nature of the development and rule of law field, compounded by the confusing evolution of technology, an interdisciplinary approach is needed. Law and development by itself has been challenged as a field, as has ICT for development (or ICT4D). Combining two 'iffy' development fields into practice has resulted in many 'iffy' projects. If you have observations about what is missing, either as a practitioner or student, do let me know!
