I've packed quite a bit into my vocational life, thanks in large part to the many wonderful people and opportunities I encountered. This is a list of my previous employment history:

(2004 – 2008) Director, ICT/Asst Director of Law, Governance and Civil SocietyThe Asia Foundation

Supported the Law, Governance and Civil Society Program, and led the ICT for Law, Governance and Civil Society Program; awarded the Presidential Award for Excellence:

  • Oversaw and coordinated program activities through Asia Foundation’s network of 17 country offices in Asia
  • Formulated overall program vision and program strategies 
  • Increased program budget from less than $1 million to more than $9 million 
  • Provided strategic and technical assistance to country offices
  • Acted as law and eGovernance advisor to several Asian governments
  • Supported staff in managing 30 projects in 14 countries
  • Expanded program areas to include: eGovernance, eLaw, eCivilSociety and ICT for Economic Growth

(2002 – 2004) Director, Programs & Strategy, International Medical Corps 

Increased organizational efficiency and program impact as part of senior management; achieved recognition in press & media

  • Oversaw the strategic and technological management of a US$60m international humanization/human rights nonprofit with programs in 22 countries worldwide
  • Planned and facilitated an organizational wide strategic management process, including technology optimization and strategic planning 
  • Led and managed 115 staff including doctors, engineers and program administrators
  • Implemented special projects including re-engineering field teams and ICT implementation in Indonesia
  • Solidified relationships with external stakeholders including national governments

(1999 – 2002) Dean’s Teaching and Research Associate, University of Washington, Evans School of Public Affairs 

Supported teaching, research and managerial activities for Dean of School of Public Affairs; received Dean’s Commendation for Excellence

  • Consulted for the Bill & Melinda Gates Foundation in strategic planning, including extensive research in 12 cities in US and Europe including Kosovo
  • Planned and implemented four annual International NGO Presidents’ retreats;
  • Spearheaded the “Better Safer World” campaign between 9 prominent NGOs
  • Supported organizational re-engineering project for World Vision International
  • Researched extensively and independently on current issues of international development; wrote and published numerous articles, including a book chapter 
  • Taught international development and management classes; supported facilitation of numerous workshops
  • Led and managed project teams


(1995 – 1999) Special Assistant to the Country Director, CARE International 

Managed professional tasks for Country Director & Program Manager; received CARE Certificate of Appreciation (1997)

          Bangkok & Chiang Mai, Thailand:

• Supported country director in management, strategy, research, and implementation of CARE Thailand’s programs
• Assisted in managing and implementing countrywide HIV/AIDS program
• Researched and documented relevant legal and social HIV/AIDS issues

• Designed and implemented monitoring and evaluation system
• Prepared grant proposals

Guangxi and Beijing, China:

• Set up China office after 8 year country absence
• Initiated and solidified local partnerships
• Designed and developed four new programs; evaluated three programs

Pristina, Kosovo:
• Performed relief work in post-war emergency

Atlanta and Seattle, USA:
• Supported fund-raising and grant writing activities in Seattle fundraising (major gifts) office
• Organized and implemented donor education seminars

(1992-1995) Attorney-at-Law, CS Teo Law Firm 

Legal aid/public interest law and general legal work, with emphasis on court/litigation

• Practiced a range of law including criminal, contract, tort, family, insurance and property law
• Conducted mediation and negotiation sessions
• Volunteered at the Singapore National Legal Aid Bureau
